Take the spring off and they'll be the same...or see what happens. Might be a return spring to help the linkage return from open throttle. If not, then it's nothing. Take it off. Might be a mounting for the linage awhile ago or some springs as it has nearly the same holes as where the springs and linkage are currently. It has no effect on the adjustment of your carbs or anything, so you won't fuck anything up trying to take it off. Just readjust the linkage afterwards. Troubleshoot it brah.
